RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Allocate 1.0 full-time equivalent (FTE) Program Coordinator (class 1425, salary range 422) position in budget unit 462, effective immediately following approval.

Grant Funding: Office of Child Abuse and Prevention three-year, $1.7 million grant

DISCUSSION:
First 5 Humboldt, an independent Children and Families Commission, has received a grant from the California Office of Child Abuse and Prevention to provide health navigators at three tribal clinics, K'ima:w Clinic in Hoopa, United Indian Health Services (UIHS) with sites in Del Norte and Humboldt, and the Karuk Clinic in Orleans. The navigators will work with the Joint Jurisdictional Family Wellness Courts project to provide support, resources, and referral services for substance use disorder-impacted pregnant women and mothers of children birth to five years of age. The Program Coordinator position will coordinate the seven health navigators with the work of the county perinatal substance use disorder health navigator and align work at the clinics with the perinatal substance use disorder project convened and managed by the Public Health Branch. As a grant-funded position, when the funding stream ends, First 5 Humboldt will either look for alternative funding or eliminate the position.

FINANCIAL IMPACT:
There is no financial impact to the County General Fund. Funding will be provided by the California Office of Child Abuse Prevention.
