RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached agreement with the Humboldt Transit Authority, City of Arcata and the Humboldt County Association of Governments regarding the provision of region-wide Dial-A-Ride services; and
2. Direct the Clerk of the Board to return two fully executed original copies of the attached agreement to the Department of Public Works for further processing.

DISCUSSION:
The Humboldt County Association of Governments designated the Humboldt Transit Authority as the Consolidated Transportation Services Agency for Humboldt County, effective July 1, 2016. As the Consolidated Transportation Services Agency, Humboldt Transit Authority is responsible for administering a consolidated region-wide program to provide advance reservation, curb-to-curb transportation for qualified elderly and disabled persons in the Cities of Arcata and Eureka and unincorporated areas of Humboldt County. The Dial-A-Ride program currently serves approximately 750 registrants and provides approximately 24,000 rides per year. Such services are financed by Transit Development Act funds administered through the Humboldt County Association of Governments.
The attached agreement defines the roles, responsibilities and commitments regarding the continued provision of region-wide Dial-A-Ride services for the period of July 1, 2019 through June 30, 2020. Accordingly, staff recommends that the Board approve, and authorize the Chair of the Board to execute, the attached agreement with the Humboldt Transit Authority, City of Arcata and the Humboldt County Association of Governments regarding the provision of region-wide Dial-A-Ride services.
FINANCIAL IMPACT:
The attached agreement regarding the continued provision of region-wide Dial-A-Ride services does not increase the County of Humboldt’s current share of costs of $81,263. Expenditure appropriations related to the attached agreement have been included in the Fiscal Year 2018-2019 budget for the Transportation Services Fund. As a result, approval of the attached agreement will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose to not approve the attached agreement with the Humboldt Transit Authority, City of Arcata and the Humboldt County Association of Governments regarding the provision of region-wide Dial-A-Ride services. However, this alternative is not recommended since it will not allow for the cost efficient provision of region-wide Dial-A-Ride services.
