Recommendation

That the Board of Supervisors:

1.                     Approve the attached Request for Budget Transfer/Adjustment in the amount of $31,738 for the Humboldt County Public Works Roads Division to purchase a Trantex Premelter T720ESH and Pave-Mate PM230 Sprayer in the current fiscal year. (4/5 Vote Required)

DISCUSSION:

The Humboldt County Public Works Roads Division requires the purchase of two pieces of equipment; one Trantex Premelter T720ESH and one Pave-Mate PM230 Sprayer.

 

The Roads Division requires a Trantex Premelter T720ESH in order to increase the amount of striping sign crews can complete in one day. Currently, the Thermo Laser Promelter used for striping crosswalks, stop legends, and speed limit ground markings has limited capacity. The current equipment only holds 300 pounds of thermoplastic striping materials and takes an hour to preheat. The proposed add-on Trantex Premelter, will work in conjunction with the Promelter, increasing material capacity by 650 pounds; more than tripling the capacity of the striping material tanks. The purchase of the Trantex Premelter will decrease wait time between material heating cycles and increase the amount striping that can be completed in a day.

 

The Roads Division also requires an additional Pave-Mate PM230 Sprayer to help facilitate asphalt repairs. Currently, the original Pave-Mate PM230 Sprayers are shared between multiple road crews. Sharing the equipment reduces the amount of asphalt repairs that can be completed in a day. Road crews based in the Northern portion of Humboldt County must take turns and plan out their repairs well in advance, coordinating with those in the South. Acquiring another Pave-Mate PM230 Sprayer will not only act as a backup when the originals require maintenance or repairs, it will also expedite roadway repairs by reducing the wait time for a sprayer. The above-mentioned sprayers are a necessity for paving, as they apply a film which allows the asphalt to adhere to the existing surface.

 

FINANCIAL IMPACT:

The Trantex Promelter is proprietary equipment of Trantex. The equipment is sold through a local Arcata branch of Statewide Traffic Safety & Signs. Statewide Traffic has the equipment in stock, therefore avoiding shipping costs, saving the County of Humboldt roughly $1,700. Additionally, Statewide Traffic offers a discounted government price of $18,505 through the local Arcata branch.

 

The Pave-Mate PM230 is offered by two distributors Diamond Steel Co., Inc. and Pape Machinery. Staff could not find a third distributor for the specialized roads equipment. The total price through Pape Machinery was quoted at $15,854.02. The preferred vendor, Diamond Steel Co., Inc. quoted price is $13,232.66.

 

The requests if granted, will transfer $31,738 from Roads Maintenance- Lease/Purchase of Equipment line item 1200325-2320 to Equipment- Miscellaneous line item 1200325-8989. The Roads Division allocates funding for equipment purchases on a yearly basis, there are sufficient funds to accommodate the request. There will be no impact the General Fund.

The Board could choose not to approve the request for budget transfer/adjustment and deny the equipment purchases. This is not recommended as the additional pieces of equipment will increase capacity for repairs and productivity of the road crews.
