RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached SafeMeasures Medi-Cal Administrator Designation form;

2.                     Approve, and authorize the Department of Health and Human Services (DHHS) Director or a designee thereof to execute any subsequent documents related to the Memorandum of Understanding after review and approval by County Counsel and Risk Management; and

3.                     Direct the Clerk of the Board to send a fully executed copy of the attached agreement to the DHHS - Contract Unit for further processing.

DISCUSSION:

In October 2015, the California Legislature passed SB 238 which required the California Department of Social Services (CDSS) to develop and distribute a monthly report to each county placing agency that is signatory to a specified data sharing agreement, and to include information regarding each child for whom one or more psychotropic medications have been paid for under Medi-Cal. In order to facilitate an efficient process for these reports, the National Council on Crime and Delinquency, Children’s Research Center now includes Medi-Cal Pharmacy Paid Claims for Psychotropic Medications in its SafeMeasures data analytic and case management platform.

 

SafeMeasures will include Medi-Cal pharmacy paid claims data for psychotropic medications matched against data in the Child Welfare Services/Case Management System (CWS/CMS) for each dependent child (or ward) 0-17 years-old in out-of-home cases on psychotropic medication in their county. This data will include medication-specific details such as medication brand and generic name, paid claim dates, strength, units, days’ supply, national drug code, medication drug class, prescriber name, prescriber address, prescriber medical specialty, national provider identification number, and pharmacy name, address, and pharmacy identification number.

 

On Oct. 13, 2015 (Item C-9), your Board approved the data sharing Memorandum of Understanding (MOU) between Humboldt County Child Welfare Services (CWS) and CDSS. Execution of the SafeMeasures Medi-Cal Administrator Designation Form will designate two SafeMeasures Medi-Cal Administrators who will have access to all of Humboldt County’s Medi-Cal aggregate and child-level reports, allowing Humboldt County to more effectively monitor the use of psychotropic medication among children in foster care.

 

Accordingly, DHHS-Social Services recommends that the Humboldt County Board of Supervisors approve, and authorize the Chair of the Board to execute, the attached SafeMeasures Medi-Cal Administrator Designation Form, and approve, and authorize the DHHS Director or a designee thereof to execute any subsequent documents related to the MOU after review and approval by County Counsel and Risk Management.

 

FINANCIAL IMPACT:

There are no costs associated with the attached SafeMeasures Medi-Cal Administrator Designation Form. There is no impact to the County’s General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose to not approve the attached SafeMeasures Medi-Cal Administrator Designation Form, however this is not recommended as the data that the MOU provides access to allows Humboldt County to more effectively monitor the use of psychotropic medication among children in foster care.
