Recommendation
That the Board of Supervisors:
1. Adopt Resolution No. _____ to terminate the local emergency that occurred around Jan. 20.

DISCUSSION:
Beginning on or around Jan. 20, 2019, Humboldt County experienced damage from a strong winter storm event. The storm brought heavy rain and wind, referred to as an atmospheric river, to an already saturated area of the North Coast of California, and the impacts and damages exceed available county resources.

The heavy rain resulted in, among other damages, closure of Panther Gap Road, which effectively cut off 10 resident/households from essential emergency services, such as fire, medical and law enforcement. There was no detour available. This is a 2016-17 Federal Emergency Management Agency (FEMA)-approved site, and the county has since established a temporary detour road and has ended the shuttle service it was providing for those who needed to access the cut off areas. Humboldt County Public Works Department and the California Office of Emergency Services (CalOES) performed a validation visit for the initial damage estimate and CalOES has submitted its recommendation for disaster funding to Governor Newsom. Terminating the local emergency proclamation will have no impact on the county's eligibility at this point for recovering funding assistance.

FINANCIAL IMPACT:
The emergency proclamation ratified by your Board on Feb. 5 allowed the county to request funding from the state and federal governments. Terminating the local emergency at this point will have no impact on the county's eligibility for this funding, and therefore will have no impact on the General Fund.
