RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Harris Road and Steelhead Road Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the Harris Road and Steelhead Road Storm Damage Repair Project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, June 4, 2019, at 2 pm.

DISCUSSION:
On Feb. 14, 2017, the Federal Emergency Management Agency (FEMA) declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides. Harris Road Post Mile 1.16 and Steelhead Road Post Mile 1.00, in the Alderpoint area of Humboldt County, experienced embankment failures which caused the roadway to fail. Currently, the roadway is narrow at both locations and in danger of failure.
On April 16, 2018, Public Works received FEMA funding approval to proceed with the Harris Road and Steelhead Road Storm Damage Repair Project. The Humboldt County Department of Public Works (Public Works) subsequently prepared the attached plans and specifications for the project based on a topographic survey of the damaged area that was prepared by the Public Works Survey Crew. The work proposed in the attached plans and specifications consists of excavating unstable material, constructing a welded wire wall and gabion, reconstructing the roadway with aggregate base and installing sediment and erosion control items.
Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Harris Road and Steelhead Road Storm Damage Repair Project as required by Section 22037 of the California Public Contract Code.
FINANCIAL IMPACT:
There is no financial commitment until the Harris Road and Steelhead Road Storm Damage Repair Project is awarded. This project is being funded by FEMA Disaster Funds (75 percent), California Office of Emergency Services funding (18.75 percent) and the Humboldt County Road Fund (6.25 percent). The engineer’s cost estimate for the project is Two Hundred Eighty-One Thousand Four Hundred Dollars ($281,400.00).
Construction costs associated with the Harris Road and Steelhead Road Storm Damage Repair Project have been included in the approved fiscal year 2018-2019 budget for Road Fund budget unit 1200321-2118. As a result, this project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached plans and specifications for the Harris Road and Steelhead Road Storm Damage Repair Project. However, this alternative is not recommended because the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
