RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve advanced step appointment for Russell Dutra, to be hired as an Engineering Technician I (Class 0322, Salary Range 392, Step A, Position 06) in the Public Works Road Engineering Division, effective May 5, 2019 (4/5 vote required).

DISCUSSION:
Mr. Dutra has been working for the Humboldt County Assessor's Office since January of 2018, as a Cadastral Drafting Technician. He will bring technology-related skills from that position to the Road Engineering Division, which has been shorthanded and heavily impacted by storm damage projects. Typically, advanced step requests are considered by the County Administrative Office. However, due to the fact that Mr. Dutra is already employed by the county, this action can only be approved by the Board, per the county's labor memorandums of understanding. Public Works believes this advanced salary step is justified by his skill level.

FINANCIAL IMPACT:
For the remaining fiscal year, the benefitted costs would be $12,384. The additional $517 for the step advancement from 1A to A is included in the total. This funding has already been included in the FY 2018-19 budget for Roads Engineering 1200-321. There will be no impact on the General Fund.
