RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposals received for Storm Damage Repair to Lower Cappell Road PM 1.49;

2.                     Award the contract to TT Construction for the total amount of $134,568;

3.                     Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and

4.                     Direct the Auditor-Controller to establish a new contract account 1200321-0337 Lower Cappell Rd Storm PM1.49 and transfer $173,068 from 1200321-2118 to the new contract account per the attached appropriation transfer.

DISCUSSION:

On February 19, 2019, the Board of Supervisors authorized the Clerk of the Board to advertise the above-referenced project for bids. On March 26, 2019, the county received eight bids for the project, and the results are attached. (Attachment 1- Bid Results)

 

The Department of Public Works recommends that the Board of Supervisors receive and file the bid proposals received for Storm Damage Repair to Lower Cappell Road PM 1.49. Public Works also recommends that the contract to be awarded to TT Construction for the total amount of $134,568 and that the Chair of the Board be authorized to execute the project agreement upon submittal of the appropriate bonds and insurance.  Auditor-Controller shall then be directed to set up the capital contract account per the attached appropriation transfer. (Attachment 2- Appropriation Transfer)

 

FINANCIAL IMPACT:

This project is being funded by Federal Emergency Management Agency Disaster Funds (75 percent), California Office of Emergency Services (18.75 percent), and the Humboldt County Road Fund (6.25 percent). The engineer’s cost estimate for the construction contract is $166,310. Total project cost is estimated at $173,068. This request if granted, will transfer the full amount of $173,068 from 1200321-2118 Professional & Special Services to 1200321-0337 Lower Cappell Rd Storm PM1.49. The remaining balance, if not expended in Fiscal Year 2018-2019, will be included in Fiscal Year 2019-2020 for Road Fund budget unit 1200321-0337 Lower Cappell Rd Storm PM1.49; therefore, this project will not impact the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to award the contract. However, staff does not recommend this alternative because the project will reconstruct the failed roadway using funds that would not otherwise be available to the county.
