RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve exercising the second option to extend the lease with Littlefield, Littlefield, and Powell for storage space at 205 Seventh Street, Suite C, Eureka, through August 31, 2020;
2. Authorize Public Works-Real Property Division to send a notice to the Lessor that the county is exercising the second option to extend the lease; and
3. Direct the Clerk of the Board to return one (1) executed Board Agenda Item to Public Works-Real Property Division.

DISCUSSION:
On August 23, 2011, the Board approved the lease between Richard Littlefield, Betty Littlefield, and Charles Powell for storage space at 205 Seventh Street, Suite C, Eureka. The lease term commenced the first day of the month following the Board’s approval with a term date of August 31, 2014. The lease provided one (1), two (2)-year option to extend the lease under the same terms and conditions. On June 24, 2014, the Board approved the Department of Health and Human Services (DHHS) request to exercise the option to extend the lease through August 31, 2016. On June 19, 2016, the Board approved the first amendment to the lease with Littlefield, Littlefield and Powell for storage space at 205 Seventh St, Suite C, Eureka, for the time period of September 1, 2016, through August 31, 2018. On May 22, 2018, the Board approved the first option to extend the lease with Littlefield, Littlefield, and Powell for storage space at 205 Seventh Street, Suite C, Eureka for the time period of September 1, 2018, through August 31, 2019.
The DHHS-Social Services - Public Guardian Office is responsible for the care of clients and providing secure storage space for their personal belongings, which may include furniture, clothing, paper documents, and other household items. The site at 205 Seventh Street, Suite C, Eureka provides adequate space, security and protection of clients’ personal belongings. DHHS continues to require this storage space and recommends that the Board of Supervisors approve the first option to extend the lease. This leased premises is not accessible to the public; therefore, it does not require any barrier removal.
Accordingly, Public Works - Real Property Division recommends that the Board approve exercising the second option to extend the lease at 205 Seventh Street, Suite C in Eureka for the period of September 1, 2019, through August 31, 2020.
FINANCIAL IMPACT:
The cost of the lease is $945.00 per month beginning September 1, 2019, through August 31, 2020. The costs associated with the lease have been included in the proposed budget for fiscal year 2019-20 in Fund 1160, Budget Unit 273 - Public Guardian. DHHS-Social Services is responsible for utilities, refuse collection, and janitorial services. There is no impact to the county’s General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the first option to extend the lease for storage space at 205 Seventh Street, Suite C, Eureka; however, DHHS-Social Services does not recommend this alternative because it would be required to find alternative storage space.
