Rio Dell Library Closure to Facilitate American's with Disabilities Act (ADA) Upgrades
end

RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve temporary closure of the Rio Dell Branch Library, to facilitate ADA upgrades.

Body
SOURCE OF FUNDING:
County's ADA Fund will be used for this project.

DISCUSSION:
Presently the Rio Dell Branch Library is located in the Wildwood Fire District's building. The building will need extensive upgrades, in order to meet ADA compliance. During the upgrade process mold and asbestos will be removed, creating safety concerns for both patrons and staff. Additionally, the renovation process will involve extended periods without internet, phones, electricity or bathrooms.

To accommodate the county's construction schedule, the Rio Dell library will be open the following days during April:
- Tuesday, April 9
- Wednesday, April 10
- Saturday, April 20
- Saturday, April 27

Rio Dell's Senior Library Assistant will be re-assigned to the Fortuna Branch Library during the ADA construction, except for the open days listed above.

FINANCIAL IMPACT:
The county's ADA Funds will cover the Rio Dell Library's upgrades.

STRATEGIC FRAMEWORK:pass
This action supports your Board's Strategic Framework by enforcing laws and regulations to protect residents.

OTHER AGENCY INVOLVEMENT:
County Administrative Office; City of Rio Dell; Wildwood Fire District

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board may choose not to approve temporary closure of the Rio Dell Branch Library. However, this is not recommended as the county may be subject to fines for non-compliance, as the Rio Dell Branch Library is a facility identified by the Department of Justice with ADA barriers that must be removed prior to the termination of the consent decree.
