DISCUSSION:

Child Welfare Services (CWS) was directed to retain the services of a tribal consultant to assist with meeting the stipulated judgment filed by the Attorney General on Feb. 14, 2018. Tribal feedback was collected, and the majority of the local tribes recommended Olin Jones to serve as the tribal consultant. The Attorney General has approved this choice.

On July 10, 2018 (Item C-15), your Board approved the agreement between DHHS and Olin Jones for the period of April 5, 2018 through April 15, 2019. DHHS recommends that your Board approve and authorize the Chair to execute this agreement to renew the contract with Olin Jones for the period of April 16, 2019 through April 15, 2020. Your Board’s approval will also authorize DHHS to exercise the option to extend the agreement on the same terms and conditions for two additional 1-year terms.

FINANCIAL IMPACT:

The costs associated with the agreement with Olin Jones for the period of April 16, 2019 through April 15, 2020 for the maximum amount of $180,481.00 will reside in Fund 1160, Budget Unit 508. Funding for this agreement is a combination of federal, state and local dollars. There is no impact to the General Fund.

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by creating opportunities for improved safety and health outcomes for vulnerable populations.

OTHER AGENCY INVOLVEMENT:

County Counsel

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose not to approve the agreement, which would jeopardize meeting the requirements of the Attorney General stipulated judgment. This alternative is not recommended.
