RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bids for accessibility upgrades for the Coroner’s Office ADA project number 2018-403;

2.                     Award the project to the lowest responsible and responsive bidder, Crawford Construction Specialties; and

3.                     Authorize the Purchasing Agent to sign the construction agreement with Crawford Construction Specialties in the form of the attached sample agreement subject to approval from County Counsel and Risk Management.

DISCUSSION:

On December 10, 2018, the County of Humboldt entered into a consultant services agreement with Brokaw Designs to design ADA improvements at the Coroner’s Office. The Consent Decree requires the county to perform ADA barrier removal of the existing non-compliant restroom and a van accessible parking stall; providing an accessible ramp and landing to the main entrance.

 

On February 26, 2019, your Board authorized the Coroner’s Office ADA project to be advertised for public bid.  On March 26, 2019, the county received and opened three (3) responsive bids and the results are as follows:

The general conditions set forth in the project specifications manual require that the project be awarded on the merits of the lowest qualified, responsible and responsive base bid. Staff recommends that your Board award this project to Crawford Construction Specialties- Eureka, California for the total base bid award amount of $85,767. 

 

FINANCIAL IMPACT:

The ADA Compliance budget (3552-152) has budgeted $55,000 in fiscal year (FY) 2018-19 for accessibility upgrades at the Coroner’s Office. The current project expenses combined with the Crawford Construction Specialties base bid amount of $85,767 establishes a revised estimated project cost of $106,517. The ADA Compliance budget (3552-152) has sufficient funds from cost savings on other projects to cover expenses for this project.

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could choose not to approve the recommendations to award the project however, this is not recommended as the county may be subject to fines for non-compliance, as the Coroner’s Office is a facility identified by the Department of Justice (DOJ) with ADA barriers that must be removed prior to the termination of the consent decree.
