RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the purchase of two Trail King Tag Tilt Deck Trailers;

2.                     Authorize the Purchasing Agent to enter into a purchase agreement with Pape Machinery;

3.                     Declare two 1989 Trail King TK40 trailers, equipment numbers 94146 and 94147, as surplus; and

4.                     Approve the attached supplemental budget.

DISCUSSION:

The Humboldt County Public Works, Heavy Equipment Division is requesting authorization to enter into a purchase agreement for two Trail King Tag Tilt Deck Trailers. The trailers will accommodate the towing of the most recently purchased 544K-II Loaders. The Trail King Trailers will meet Department of Transportation 40,000-pound weight capacity requirements and accommodate the larger width of the 2018-2019 Loaders.

 

Pape Machinery is the sole provider of Trail King Trailers. The Heavy Equipment Department has inspected and tested the Trail King Trailers and intends to sole source the purchase using the Sourcewell Cooperative Purchasing Agreement.

 

FINANCIAL IMPACT:

The total price for both trailers is $78,308. Roads Heavy Equipment (3540330) will bear the full cost of the purchase using cash from the fund balance. The request, if granted, will transfer $78,308 from the Transfer In line item 3540330-9101 to 3540330-8779 Trailer. The current cash balance in the ISF 3540 Roads Heavy Equipment Fund as of March 20, 2019 is $900,976. There is no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the purchase of the trailers. This is not recommended as the current trailers are aged, suffer from metal fatigue and are too narrow, causing the equipment to hang over the sides.
