RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached Fiscal Year 2018-19 supplemental budget for budget unit 294 to increase the appropriation of Contribution City of Eureka line item 3225 (4/5 vote required).

DISCUSSION:
On Feb. 20, 2019, the Eureka Police Department (EPD) presented a proposal to the Humboldt County Community Corrections Partnership (HCCCP) Executive Committee about funding a 12-hour regional training for Integrating Communications, Assessment, and Tactics (ICAT). The training course is designed to help law enforcement officers learn to safely and professionally resolve critical incidents with individuals who may pose a danger to themselves and others but who are not armed with firearms. Reducing the need to use deadly force, upholding the sanctity of life, building community trust, and protecting officers from physical, emotional and legal harm are the cornerstones of ICAT.

If approved, the training will be presented by the Police Executive Research Forum (PERF) in late May or early June 2019 and will be a 1.5-day (12-hour), train-the-trainer course for 40 to 50 instructor-level attendees through non-instructor law enforcement students. The course will be presented in six modules utilizing lecture- and discussion-based training and practical instruction including a number of hands-on activities. The course is Police Officer Standards and Training (POST) certified (POST control number 3120-21475-18-001) and will be available to local law enforcement agencies.
