RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the supplemental budget (Attachment 1) in the amount of $305,660 for Budget Unit 287, Workforce Investment; and

2.                     Direct the Auditor-Controller to incorporate the budget changes.

DISCUSSION:

The County Administrative Office-Economic Development Division (CAO-Ec Dev) receives annual non-competitive grants from the US Department of Labor which are allocated through the State of California Employment Development Department.  These funds provide low-income adults, at-risk youth, and dislocated workers the opportunity to participate in training and/or educational programs in order to obtain employment.   Funds are also used to cover costs associated with the development and implementation of local and regional plans, and to provide training for local workforce partners.  Funding amounts for these grants are not known until after county budgets are submitted.   FY 2018-19 revenue and expenditures were underestimated for several of these non-competitive grants.   The supplemental budget reflects actual costs to be incurred this year.

 

CAO-Ec Dev also received a $1,000,000 competitive Slingshot grant in 2016.  These funds support the creation of a seamless health education pipeline from elementary through post-secondary and beyond that will increase the quality of our healthcare system, grow the size of the workforce, and strengthen the income and earning potential of the healthcare workforce.   At the time the budget was submitted for FY 2018-19, it was estimated more funds would have been expended in FY 2017-18.  The supplemental budget allows those unexpended FY 2017-18 funds to be carried into the current year’s budget.

 

Additionally, CAO-Ec Dev receives a 10 percent reimbursement from both competitive and non-competitive grants to support administrative overhead.  The supplemental budget includes an increase to cover these costs.

 

FINANCIAL IMPACT:

The requested supplemental budget will increase the Economic Development - Workforce Investment budget by $305,660.  This amount is solely grant funded and will result in no impact to the county General Fund.

 

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by supporting business, workforce development and creation of private-sector jobs .

 

OTHER AGENCY INVOLVEMENT:                     

Contractors receiving these funds include Humboldt County Office of Education, Humboldt State University, College of the Redwoods, North Coast Small Business Development Center, Redwood Community Action Agency, Northern Humboldt Union High School District, Mattole Restoration Council, and Dream Quest.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could deny the supplemental budget request.   This alternative is not recommended as it would result in overspent line items.
