RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached collaborative partnership agreement application package;

2.                     Approve the attached collaborative partnership agreement templates regarding the provision of professional services intended to reduce the number of Adverse Childhood Experiences occurring within Humboldt County;

3.                     Authorize the Department of Health and Human Services - Mental Health Director to execute collaborative partnership agreements that are substantially similar to the attached collaborative partnership agreement templates, after review and approval by County Counsel, Risk Management and the County Administrative Office;

4.                     Authorize the Department of Health and Human Services - Mental Health Director to execute any future amendments to the collaborative partnership agreements executed thereby, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

5.                     Direct the Clerk of the Board to return one original executed copy of this item to the Department of Health and Human Services - Contract Unit.

DISCUSSION:

Adverse Childhood Experiences (ACEs) are defined as traumatic or stressful events, including, without limitation, abuse, neglect, violence and dissolution of familial stability, experienced by children.  These traumatic experiences can affect an individual throughout their life.  Such events are strong predictors of long lasting mental health problems that can impact social development, family life, education, occupation productivity and physical health.  Prevention, early identification and the development of a support system for children who are subjected to ACEs could have a significant impact on the range of potential health problems experienced thereby.

 

The Humboldt County Department of Health and Human Services - Mental Health (DHHS - Mental Health) and First 5 Humboldt partnered in 2017 to form the ACEs Collaborative for the purpose of addressing ACEs through the provision of education, mitigation and prevention services.  On June 25, 2017, the Board approved additional General Fund allocations to DHHS - Mental Health in the amount of $200,000 for Fiscal Year (FY) 2017-18 to support collaboration with local community-based organizations in order to reduce the number of ACEs occurring within Humboldt County.  Using the application and approval processes approved by the Board on Dec. 5, 2017, DHHS - Mental Health and First 5 Humboldt awarded such funding to 12 community-based organizations that serve pregnant women and children, 0 to 8 years of age, and their families.

 

On June 26, 2018, the Board approved another additional General Fund allocation to DHHS - Mental Health in the amount of $200,0000 for FY 2018-19 to continue collaboration with local community-based organizations working to address, prevent and mitigate the effects of ACEs within Humboldt County.  Using the application and approval processes approved by the Board on July 31, 2018, DHHS - Mental Health and First 5 Humboldt awarded such funding to 14 community-based organizations that serve pregnant women and children, 0 to 8 years of age, and their families.

 

Also on June 26, 2018, the Board approved a separate additional general fund allocation to DHHS - Mental Health in the amount of $200,000 for FY 2018-19 to support First 5 Humboldt with Early Childhood Mental Health consultation, parenting support, community-based projects, evaluation activities for DHHS/First 5 ACEs Collaboration projects and other work related directly to ACEs. The work of First 5 Humboldt complements and supports the work of community-based organizations funded through the partnership agreement process.

 

If the additional General Fund allocation requested by DHHS - Mental Health as part of the proposed budget for FY 2019-2020 is approved, the attached application package and collaborative partnership agreement templates will enable DHHS - Mental Health and First 5 Humboldt to help local community-based organizations support ACEs prevention, education and mitigation through all of the following:

 

                     Projects that will help build resilience, independence, diversity, growth, education and success of Humboldt County children, 0 to 8 years of age, and their families;

 

                     Services and supports that address trauma and help break the intergenerational impacts of ACEs;

 

                     Services and supports that promote education, information and resources on ACEs;

 

                     Services and Supports that assist children, 0 to 8 years of age, and their families in all areas of their health and well-being, including, without limitation, mentally, emotionally, physically, spiritually, culturally and socially; and

 

                     Projects or activities that promote 1 of the 3 following protective factors: social connections; knowledge of parenting and childhood development; or social and emotional competence of children.

 

The review and approval process regarding requests for collaborative partnership agreements will be led by DHHS - Mental Health and First 5 Humboldt staff who have expertise pertaining to ACEs and are not affiliated with any community-based organizations who have submitted requests.

 

Several community organizations working with children, 0 to 8 years of age, and their families understand the value of prevention of ACEs scores and welcome the opportunity to continue developing solutions to increase the well-being of children in Humboldt County.  As a result, DHHS - Mental Health recommends that the Board approve the attached application package and collaborative partnership agreement templates.

 

FINANCIAL IMPACT:

The maximum amount payable for services rendered, costs and expenses incurred, pursuant to the terms and conditions of a Collaborative Partnership Agreement shall not exceed $24,900.  Administrative, overhead and indirect expenses included in project budgets may not exceed 2 percent of direct costs.  The maximum amount to be awarded under the collaborative partnership agreements is $200,000 for FY 2019-20 that will come from the additional General Fund allocation requested by DHHS - Mental Health as part of the proposed budget for FY 2019-20, if approved.  This item comes to the Board prior to the approval of the proposed budget for FY 2019-20 in order to allow the approved collaborative partnership agreements to continue for a longer period of time.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by creating opportunities for improved safety and health and facilitating public-private partnerships to help solve problems.

First 5 Humboldt and the Children and Families Commission of Humboldt County

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could chose not to approve the attached application package and collaborative partnership agreement templates regarding the provision of professional services intended to reduce the number of ACEs occurring in Humboldt County.  However, this alternative is not recommended since it would significantly limit DHHS - Mental Health’s ability to address ACEs through the provision of education, mitigation and prevention services.
