DISCUSSION:
Humboldt County continues to struggle with a shortage of psychiatric beds. An IMD exclusion waiver could increase the number and availability of psychiatric beds, not only in the county but throughout the state. A significant portion of county realignment dollars are utilized to pay for inpatient psychiatric and mental health rehabilitation stays, but not federally reimbursable. Waiving the IMD exclusion would allow counties to draw down federal funds for short-term stays, freeing up local funds for other critical community mental health and wellness services.
The Humboldt County Behavioral Health Board and the Humboldt County Department of Health and Human Services is recommending the Board support the IMD exclusion waiver.
