RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bids for Consent Decree barrier removal at A.W. Way Park, 36588 Mattole Road, Petrolia, California 95558. Project Number 2018-201;

2.                     Award the project to the lowest responsible and responsive bidder, Wendt Construction, Inc.; and

3.                     Authorize the Purchasing Agent to sign the construction agreement with Wendt Construction, Inc. in the form of the attached sample agreement subject to approval from County Counsel and Risk Management.

DISCUSSION:

On October 16, 2017, the County of Humboldt entered into a consultant services agreement with The KPA Group to design ADA improvements at AW Way County Park. The Consent Decree requires the county to perform ADA barrier modifications as follows: providing one (1) accessible parking stall at the entry sign and fee station; providing two (2) accessible paved campsites with one (1) accessible parking stall at each campsite; replacing existing water spigot at entry sign with accessible drinking fountain; providing accessible paths of travel between (new) campsites, toilet rooms, (new) drinking fountain, and the fee/entry station.

 

On January 8, 2019, Your Board authorized the Consent Decree Barrier Removal Project at A.W. Way Park to be advertised for public bid.  On February 13, 2019, the county received and opened Three (3) responsive bids and the results are as follows:

The general conditions set forth in the project specifications manual require that the project be awarded on the merits of the lowest qualified, responsible and responsive base bid.  Staff recommends that your Board award this project to Wendt Construction, Inc. - Eureka, California for the total base bid award amount of $157,708. 

 

 

FINANCIAL IMPACT:

The current project expenses for accessibility upgrades at A.W. Way Park combined with the Wendt Construction, Inc. base bid amount of $157,708, establishes a revised estimated total project cost of $209,687. The ADA Compliance budget (3552-152) budgeted $100,000 for this project in the current fiscal and has cost savings from other projects. The ADA Compliance budget has sufficient funds to cover the increased costs.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could choose not to approve the recommendations to award the project however, this is not recommended as the county may be subject to fines for non-compliance, A.W. Way Park is a facility identified by the DOJ with ADA barriers that must be removed prior to the termination of the consent decree.
