RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Stanford Drive Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, April 16, 2019 at 2 pm.

DISCUSSION:
On Feb. 14, 2017, the Federal Emergency Management Agency (FEMA) declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides. Sediment and debris blocked the culvert located at Stanford Drive, Post Mile 0.08, significantly reducing its ability to convey storm water flows.
On Jan. 4, 2018, the Humboldt County Department of Public Works received FEMA approval to proceed with the Stanford Drive Storm Damage Repair Project. Public Works subsequently prepared the attached plans and specifications for the project based on a topographic survey of the damaged area that was prepared by Points West Surveying. The work proposed in the attached plans and specifications consists of clearing and grubbing within the project footprint, installing a temporary stream diversion, removing the existing 36-inch corrugated metal pipe culvert, placing a 72-inch reinforced concrete pipe culvert, placing rock slope protection at the culvert inlet and outlet, reconstruction of the roadway with aggregate base and hot mix asphalt and placing sediment and erosion control measures.
Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the project.
FINANCIAL IMPACT:
There is no financial commitment until the project is awarded. This project is being funded by FEMA Disaster Funds (75 percent), California Office of Emergency Services funding (18.75 percent) and the Humboldt County Road Fund (6.25 percent). The engineer’s cost estimate for the project is $247,175. Construction costs related to the needed storm damage repairs to Stanford Drive have been included in the approved Fiscal Year 2018-2019 budget for Road Fund budget unit 1200321-2118. As a result, the Stanford Drive Storm Damage Repair Project will not impact the Humboldt County General Fund.
On Feb. 4, 2019, Public Works requested additional funding needed to cover construction costs and is awaiting FEMA approval. Consequently, award of the construction contract pertaining to the Stanford Drive Storm Damage Repair Project may need to be delayed until FEMA approves the required additional funding.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached plans and specifications for the Stanford Drive Storm Damage Repair Project. However, this alternative is not recommended because the project will replace the impaired culvert using funds that would not otherwise be available to the county.
