RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the Redwood Coast Healthcare Coalition Governance Document between Del Norte County and Humboldt County;
2. Authorize the Department of Health and Human Services (DHHS) - Public Health Director and the Health Officer to sign the Humboldt County signature page of the Governance Document; and
3. Authorize the DHHS - Public Health Director or designee to sign any amendments to the Governance Document upon review and approval by County Counsel and Risk Management.

DISCUSSION:
The DHHS- Public Health has participated in the Center for Disease Control (CDC) Emergency Preparedness and Response Grant to improve and expand Public Health Emergency Preparedness and Hospital Preparedness Programs in Humboldt County since 2002. Grant funds are used to assist Public Health, hospitals and other health care facilities with their efforts in response planning, obtaining needed equipment, training staff and testing their emergency preparedness and response capabilities.
California Department of Public Health (CDPH), through the Hospital Preparedness Program (HPP) Grant, requires that, to assure collaborative planning and efficient response during a disaster, counties form Healthcare Coalitions in partnership with Public Health Departments and other medical facilities. The Coalition would work towards the continued preparation and development of response plans to healthcare and medically vulnerable populations’ needs during a disaster.
The Redwood Coast Healthcare Coalition Governance Document defines the structure, roles and responsibilities shared between Humboldt and Del Norte counties.
Any funding received through related Hospital Preparedness Program grants will continue to be disbursed on an individual basis to each county. Budget management, expenditures, fund disbursement and record keeping will remain the sole responsibility of each county entity and unchanged upon acceptance of this document. In addition, each county has elected their own Medical Health Operational Area Coordinator to support local medical and health disaster functions. The document defines the purpose, goals and structure of the coalition, as well as member roles and responsibilities.
FINANCIAL IMPACT:
There is no impact to Public Health Fund and no impact to the General Fund.

This action supports your Board’s Strategic Framework by protecting vulnerable populations and creating opportunities for improved safety and health.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board could choose not to approve the Governance Document between Del Norte County and Humboldt County, however, this is not recommended as it may result in the loss of funding, or cause a delay in funding, for the current Humboldt County Healthcare Coalition and related Hospital Preparedness Program.
