Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution rescinding Resolution Nos. 18-32 and 18-64 and approving a further amended list of projects to be funded by California Senate Bill 1: The Road Repair and Accountability Act for fiscal year 2018-2019.

DISCUSSION:
California Senate Bill 1 (SB 1): The Road Repair and Accountability Act of 2017 approved $54 billion over the next decade to fix roads, freeways and bridges. As part of the accountability section of the guidelines for receiving SB1 funds, local agencies must submit an approved list of proposed projects to the California Department of Transportation prior to receiving an apportionment of such funds from the State Controller. The list of projects proposed to be funded with SB1 funds shall include a description and location of each proposed project, a proposed schedule for the project’s completion and the estimated useful life of the improvement.
On April 24, 2018 (Item C-14), the Humboldt County Board of Supervisors adopted Resolution No. 18-32 which approved a list of projects to be funded by SB1 revenues for Fiscal Year (FY) 2018-2019. The Board of Supervisors subsequently adopted Resolution No. 18-64 which approved an amended list of projects to be funded by SB1 revenues for FY 2018-2019 on June 26, 2018 (Item C-34). After Resolution No. 18-64 was adopted, it was once again determined that the scope of projects allowable under SB1 guidelines could be broadened. Adoption of the attached resolution will approve a further amended project list which includes projects encompassing the entirety of Humboldt County and reorganizes them in a manner consistent with direction received from the California Transportation Commission
FINANCIAL IMPACT:
The total estimated cost to complete the projects included in the further amended list of projects to be funded by SB1 is $7.526 million. Expenditures related to the completion of such projects will be offset by the county’s SB1 allocation. As a result, adoption of the attached resolution will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended action supports the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the attached resolution rescinding Resolution Nos. 18-32 and 18-64 and approving a further amended list of projects to be funded by SB1 for (FY) 2018-2019. However, this alternative is not recommended as SB1 funding cannot be used on projects that are not included in a project list approved by the Board of Supervisors.
