DISCUSSION:

This project replaced the existing bridge on Red Cap Road at Big Rock Gulch, approximately 0.30 miles south of Highway 96, near Orleans, California. The original bridge was constructed in 1934 and modified in 1974. It became eligible for replacement on April 21, 2010, due to the poor condition of the steel girders, undermined abutments, and sub-standard railing. The new single-span, precast voided concrete slab bridge meets modern highway design standards and accommodates local and regional transportation needs.

On Jan. 3, 2017, the Board of Supervisors authorized the Clerk of the Board to advertise the above-referenced project for bids. On February 21, 2017, the county received three bids for the project. The contract was awarded to Shasta Services, Inc., dba Timberworks, the lowest responsible bidder, on March 21, 2017. The award amount was $2,410,000, and contract change orders executed during the project increased the authorized contract amount by $12,387.28.

The Department of Public Works recommends that the Board of Supervisors accept the completed contract including all change orders approved by the Public Works Department for this project and approve the final claim for payment.

FINANCIAL IMPACT:

Total construction costs for this project are $2,422,387.28. Progress payments totaling $2,421,009.73 have been paid and the final claim for payment in the amount of $1,377.55 is outstanding. This project was funded through the Federal Highway Administration Highway Bridge Program and Toll Credits, which provided 100 percent of the funds for the project. Construction costs were included in the Fiscal Year 2018-19 Road Fund Budget; therefore, this project has no impact on the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to accept the project. However, staff does not recommend this alternative because the project has been completed, and the requested Board actions are needed to accept the contract.
