RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept the completed contract, including all change orders approved by the Public Works Department, between Pelagic Engineering and Humboldt County for construction of the Pedestrian Countdown Signal Project; and

2.                     Approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $555.58, which will bring the total amount paid to 100 percent of the contract.

DISCUSSION:

This project replaced existing pedestrian crossing signals and push buttons at the intersection of Myrtle Avenue and Hubbard Lane in Eureka and at signalized intersections along Central Avenue in McKinleyville. The new “countdown” signals show pedestrians how many seconds remain for them to cross the street. The new push buttons provide additional features to communicate information about the WALK and DON'T WALK intervals at signalized intersections in non-visual formats (i.e., audible tones and vibrotactile surfaces) to pedestrians who are blind or have low vision. Any additional modifications required for compliance with the Americans with Disabilities Act (ADA) will be provided through the curb ramp replacement program.

 

On May 8, 2018, the Board of Supervisors authorized the Clerk of the Board to advertise the above-referenced project for bids. On June 19, 2018, the county received three bids for the project. The contract was awarded to Pelagic Engineering, the lowest responsible bidder, on July 24, 2018. The award amount was $59,859, and the contract change order approved by the Board of Supervisors on Nov. 6, 2018, increased the authorized contract amount by $53,757.

 

The Department of Public Works recommends that the Board of Supervisors accept the completed contract including all change orders approved by the Public Works Department for this project and approve the final claim for payment.

 

FINANCIAL IMPACT:

Total construction costs for this project were $113,616. Progress payments totaling $113,060.42 have been paid, and the final claim for payment in the amount of $555.58 is outstanding. This project was funded by the Federal Highway Administration Highway Safety Improvement Program, which covered 100 percent of the project costs. Construction costs were included in the Fiscal Year 2018-19 Road Fund Budget; therefore, this project has no impact on the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to accept the project. However, staff does not recommend this alternative because the project has been completed, and the requested Board actions are needed to accept the contract.
