RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Health and Human Services (DHHS) Director to execute, the attached professional nursing clinical education affiliation agreement with Redwoods Community College District regarding the placement of student interns at various Department of Health and Human Services - Mental Health facilities;
2. Authorize the DHHS - Mental Health Director, or a designee thereof, to execute student placement agreements substantially similar to the attached professional nursing clinical education affiliation agreement with Redwoods Community College District, and any amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return two fully executed original copies of the attached professional nursing clinical education affiliation agreement with Redwoods Community College District to the DHHS - Contract Unit for further processing.

DISCUSSION:
The Humboldt County DHHS - Mental Health and Redwoods Community College District (RCCD) have a need for student placement at DHHS - Mental Health facilities for several different clinical and educational purposes. The attached professional nursing clinical education affiliation agreement with RCCD allows for the placement of students enrolled in RCCD’s associate degree nursing program at various DHHS - Mental Health facilities in order to fulfill the practical experience requirements thereof.
Accordingly, DHHS - Mental Health recommends that the Board approve, and authorize the DHHS Director to execute, the attached professional nursing clinical education affiliation agreement with RCCD regarding the placement of student interns at various DHHS - Mental Health facilities. DHHS - Mental Health also recommends that the Board authorize the DHHS - Mental Health Director, or a designee thereof, to execute student placement agreements substantially similar to the attached professional nursing clinical education affiliation agreement with RCCD, and any amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid potential delays in the placement of student interns at DHHS - Mental Health facilities.
FINANCIAL IMPACT:
There are no costs directly associated with placing student interns at DHHS - Mental Health facilities pursuant to the terms and conditions of the attached professional nursing clinical education affiliation agreement with RCCD. As a result, approval of the attached professional nursing clinical education affiliation agreement with RCCD will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations and creating an opportunity for workforce development.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional nursing clinical education affiliation agreement with RCCD regarding the placement of student interns at various DHHS - Mental Health facilities. However, this alternative is not recommended since it would end the long-standing student placement program with RCCD.
