RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached plans and specifications for the Pedestrian Safety Crossing Signal Project; and

2.                     Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, April 2, 2019, at 2 pm.

Body

SOURCE OF FUNDING

Humboldt County Road Fund (1200); Federal Highway Administration Highway Safety Improvement Program

DISCUSSION:

The Pedestrian Safety Crossing Signal Project will install Light-Emitting Diode Flashing Signals with Rectangular Rapid Flashing Beacons at the following three locations in the greater Eureka area: Harrison Avenue across from Ramone’s Bakery; Myrtle Avenue across from Healthsport; and Harris Street across from the Redwood Acres Fairgrounds.  The push button actuated signals warn vehicles that pedestrians are about to enter a crosswalk.  Existing curb ramps will be retrofitted to meet current Americans with Disabilities Act requirements.

Accordingly, the Department of Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the project.

FINANCIAL IMPACT:

There is no financial commitment until the project is awarded.  This project is being fully funded by the Federal Highway Administration’s Highway Safety Improvement Program.  The engineer’s estimate for construction of the project is $135,000. Construction costs associated with the project are included in the approved Fiscal Year 2018-2019 budget for Road Fund budget unit 1200321-2118.  As a result, this project will not impact the Humboldt County General Fund.

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure

OTHER AGENCY INVOLVEMENT:

California Department of Transportation

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board of Supervisors may choose not to approve the attached plans and specifications for the Pedestrian Safety Crossing Signal Project. However, staff does not recommend this alternative because the project utilizes grant funding to enhance pedestrian safety.
