RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution authorizing the county to receive the sum of $25,000 through grant funding provided by the Help America Vote Act (HAVA) for efforts to improve cyber security and infrastructure related to VoteCal;
2. Direct the Auditor-Controller to establish a HAVA Cyber Security 271 Fund pursuant to Exhibit D of the Grant Agreement, No. 18G27112;
3. Adopt the attached supplemental budget for Fiscal Year (FY) 2018-19 in the amount of $25,000 (4/5 vote required) (Attachment 2);
4. Direct the Clerk of the Board to return a certified copy of the attached resolution to the Office of Elections for further processing and submission to the Secretary of State; and
5. Authorize the Clerk/Recorder/Registrar of Voters to execute the necessary documents and the attached contract to carry out the purpose of the Board’s order.

DISCUSSION:
Under the Help America Vote Act (HAVA), VoteCal was implemented to provide a single, uniform, centralized voter registration database that meets HAVA requirements. VoteCal connects the Secretary of State and all 58 county elections offices together into a single, official statewide database of voter registration information to improve the voter registration process.
The purpose of HAVA funding in the amount of $25,000 under Agreement No. 18G27112 is to assist with efforts to improve cyber security and infrastructure related to VoteCal (Attachment 3). Funding may be used for conducting security assessments, third-party software and/or hardware specifically related to improving the county’s cyber security capabilities related to VoteCal, consulting services and associated information technology installations directly relating to cyber security risks, privacy and awareness training for elections staff, physically securing servers hosting the county’s Election Management System, updating and hardening servers, improvements to security practices and documentation, and monitoring system and applications.
FINANCIAL IMPACT:
Funding of $25,000 provided through the HAVA for cyber security assists the Office of Elections with funding that may be used to conduct assessments, and secure software and hardware to increase cyber security. The Grant Agreement, No. 18G27112, requires a dedicated fund be created for these funds. There is no direct impact on General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve this grant. This alternative is not recommended as these grant funds will help the Elections Office improve cyber security and other security practices.
