RECOMMENDATION(S):

SOURCE OF FUNDING:
General Fund

DISCUSSION:
Sections 29740, et seq. of the California Government Code provide that a board of supervisors may, by resolution, adopt the procedure for the approval and rejection of claims set forth therein. The Humboldt County Board of Supervisors last adopted a resolution for this purpose in 1957. The old resolution needs to be rescinded and updated to reflect current practices and remove outdated procedures related to purchase orders and filing of warrant registers. The recommended action is part of an ongoing effort to update and document procedures in the Auditor-Controller's Office.

FINANCIAL IMPACT:
There is no financial impact associated with adopting the attached resolution. The Auditor-Controller's Office is already following the procedure for approval and rejection of claims included in the resolution and it is anticipated that no additional resources will be required.

STRATEGIC FRAMEWORK:
The recommended action supports the Board of Supervisors' Strategic Framework by managing county resources to ensure sustainability of services.

OTHER AGENCY INVOLVEMENT:
None.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to adopt the attached resolution. However, this alternative is not recommended because it would leave the county's procedure for the approval and rejection of claims outdated.
