RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Lower Cappell Road Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, March 26, 2019, at 2:00 pm.

DISCUSSION:
On Feb. 14, 2017, the Federal Emergency Management Agency (FEMA) declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides. Lower Cappell Road, Post Mile 1.49, experienced a moderate slip that caused failure to a one hundred (100) foot section of roadway. The Humboldt County Department of Public Works (Public Works) hired K’APEL Construction under an emergency contract to keep the roadway open during the winter and spring of 2017. Lower Cappell Road is the only access for several residents beyond the failed roadway. The roadway continued to fail during the next winter and additional gravel was placed on the roadway by K’APEL Construction in order to maintain access.
On Jan. 24, 2018, Public Works received FEMA funding approval to proceed with the Lower Cappell Road Storm Damage Repair Project. Public Works subsequently prepared the attached plans and specifications for the project based on a topographic survey of the damaged area that was prepared by Points West Surveying. The work proposed in the attached plans and specifications consists of clearing and grubbing within the project footprint, construction of a new retaining wall, reconstruction of the roadway with aggregate base and placing sediment and erosion control measures.
Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the project.
FINANCIAL IMPACT:
There is no financial commitment until the project is awarded. This project is being funded by FEMA Disaster Funds (75 percent), California Office of Emergency Services funding (18.75 percent) and the Humboldt County Road Fund (6.25 percent). The engineer’s cost estimate for the project is $166,310. Construction costs are included in the approved Fiscal Year 2018-2019 budget for Road Fund budget unit 1200321-2118. As a result, this project will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached plans and specifications for the Lower Cappell Road Storm Damage Repair Project. However, this alternative is not recommended because the project will replace the failed roadway using funds that would not otherwise be available to the county.
