DISCUSSION:

The Board of Supervisors is sending a letter of support for Assembly Bill No. 257 introduced by Assembly Member Mathis on Jan. 23, 2019. This is an act to add and repeal Section 42999.2 of the Public Resources Code, relating to solid waste. 

 

Existing law establishes the CalRecycle Greenhouse Gas Reduction Revolving Loan Program, administered by the Department of Resources Recycling and Recovery, to provide loans to reduce the emissions of greenhouse gases by promoting in-state development of infrastructure or other projects to reduce organic waste or process organic and other recycled materials into new value-added products.  

 

This bill would create a 5-year woody biomass rural county collection and disposal pilot program in counties with a population of less than 250,000 people. It would allow individuals to dispose of woody biomass free of charge on a designated schedule. The county would allow local biomass conversion facilities to collect and dispose of biomass in a way that would reduce greenhouse gas emission. The facilities would then be funded to do such work under the Greenhouse Gas Reduction Fund. There would be a data collection component that would track the rural counties involved in the pilot program, the amount of funding provided to each county, and the amount of disposed biomass.

 

Assembly Bill 257 would support Humboldt County’s 2019 State legislative goal of supporting and advancing local interests in natural resources by increasing efforts and funding for climate protection and renewable energy.
