RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached consultant services agreement with GHD, Inc. regarding the provision of planning, engineering and environmental services to assist with preparation of the sea level rise adaptation plan for Humboldt Bay transportation infrastructure;
2. Authorize the Public Works Director to execute any and all future amendments to the attached consultant services agreement with GHD, Inc. that do not cumulatively exceed Fifty Thousand Dollars ($50,000.00) after approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return two (2) fully executed copies of the attached consultant services agreement with GHD, Inc. to the Department of Public Works - Environmental Services for further processing.

DISCUSSION:
On October 9, 2018 (Item C-13), the Board of Supervisors authorized the Department of Public Works to issue a Request for Proposals (“RFP”) for planning, engineering and environmental services to assist with preparation of the sea level rise adaptation plan for Humboldt Bay transportation infrastructure. The Board also approved a resolution authorizing execution of a grant agreement with the California Department of Transportation (“Caltrans”) and a supplemental budget pertaining to preparation of the sea level rise adaptation plan.
On October 10, 2018, the Department of Public Works sent the RFP directly to seven (7) local and statewide firms, posted the RFP on the county website and submitted the RFP to two (2) websites that compile RFPs for consultant services. A review committee composed of representatives from the Department of Public Works, the City of Eureka and the Humboldt County Association of Governments (“HCAOG”) reviewed the two (2) proposals submitted in response to the RFP, and selected GHD, Inc. as the highest-ranking firm based on the selection criteria set forth in the RFP. GHD, Inc. was determined to have the most experience directly comparable to the work solicited in the RFP, and they presented an approach that was innovative and technically superior. GHD, Inc’s billing rates are consistent with industry standards and their proposed budget does not exceed the independent cost estimate prepared by the Department of Public Works.
Pursuant to the terms and conditions of the attached consultant services agreement, GHD, Inc. will provide planning, engineering and environmental services from the date of execution through June 30, 2020, to assist with preparation of the sea level rise adaptation plan for Humboldt Bay transportation infrastructure. The sea level rise adaptation plan prepared with the assistance of GHD, Inc. will identify the specific flooding vulnerabilities within the planning area and develop adaptation project concepts, with an emphasis on stakeholder engagement, multi-benefit goals, best available scientific information, cost-effectiveness and strategic planning.
Accordingly, the Department of Public Works recommends that the Board of Supervisors approve, and authorize the Chair of the Board to execute, the attached consultant services agreement with GHD, Inc. regarding the provision of planning, engineering and environmental services to assist with preparation of the sea level rise adaptation plan for Humboldt Bay transportation infrastructure. The Department of Public Works also recommends that the Board authorize the Public Works Director to execute any and all future amendments to the attached consultant services agreement with GHD, Inc. that do not cumulatively exceed Fifty Thousand Dollars ($50,000.00), after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to ensure the efficient delivery of services.
FINANCIAL IMPACT:
The attached consultant services agreement with GHD, Inc. has a maximum amount payable of Four Hundred Twenty Thousand Dollars ($420,000.00). Expenditure appropriations related to the attached consultant services agreement with GHD, Inc. have been incorporated into the fiscal year 2018-2019 budget at revenue line 1100251-525084 and expenditure line 1100251-2118, as approved by your Board on October 9, 2018. As a result, approval of the attached consultant services agreement with GHD, Inc. will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure and creating opportunities for improved safety and health.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the attached consultant services agreement with GHD, Inc. regarding the provision of planning, engineering and environmental services to assist with preparation of the sea level rise adaptation plan for Humboldt Bay transportation infrastructure. However, this alternative is not recommended since it will not allow for the provision of the planning, engineering and environmental services necessary to prepare the sea level rise adaptation plan for Humboldt Bay Infrastructure.
