Recommendation
That the Board of Supervisors:
1. Approve, and ratify the Public Works Director’s execution of, the attached first amendment to the consultant services agreement with GHD, Inc. regarding the provision of engineering and environmental services for the Humboldt Bay Trail - Bay Trail South Project; and
2. Authorize the Public Works Director, or a designee thereof, to execute any and all future amendments to the consultant services agreement with GHD, Inc. that do not cumulatively exceed Fifty Thousand Dollars ($50,000.00) after approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
On July 19, 2016 (Item D-31), the Board of Supervisors approved the consultant services agreement with GHD, Inc. regarding the provision of engineering and environmental services for the Bay Trail South segment of the Humboldt Bay Trail Project for the period of July 19, 2016, through December 31, 2018. The scope of work for the consultant services agreement with GHD, Inc. included two phases, the project approval and environmental document phase and the plans, specifications and estimates phase. The first phase was completed in August 2018 and the second phase is expected to be completed in June 2020. On December 18, 2018, the Public Works Director executed the attached first amendment to the consultant services agreement with GHD, Inc. which extended the term thereof to June 30, 2020.
Accordingly the Department of Public Works recommends that the Board approve, and ratify the Public Works Director’s execution of, the attached first amendment to the consultant services agreement with GHD, Inc. regarding the provision of engineering and environmental services for the Humboldt Bay Trail - Bay Trail South Project. The Department of Public Works also recommends that the Board authorize the Public Works Director, or a designee thereof, to execute any and all future amendments to the consultant services agreement with GHD, Inc. that do not cumulatively exceed Fifty Thousand Dollars ($50,000.00), after approval by County Counsel, Risk Management and the County Administrative Office, in order to ensure the efficient delivery of needed engineering and environmental services.
FINANCIAL IMPACT:
The consultant services agreement with GHD, Inc. has a maximum amount payable of One Million Seven Hundred Fifty Thousand Dollars ($1,750,000.00). The attached first amendment to the consultant services agreement with GHD, Inc. will not increase the maximum amount payable for the engineering and environmental services provided thereunder.
Funding for the engineering and environmental services provided pursuant to the terms and conditions of the consultant services agreement with GHD, Inc. is provided by the California Transportation Commission. Expenditure appropriations related to the attached first amendment to the consultant services agreement with GHD, Inc. have been incorporated into the approved Fiscal Year 2018-2019 budget at revenue line 1710715-523190 and expenditure line 1710715-8946. As a result, approval of the attached first amendment to the consultant services agreement with GHD, Inc. will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure and creating opportunities for improved safety and health.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the attached first amendment to the consultant services agreement with GHD, Inc. regarding the provision of engineering and environmental services for the Humboldt Bay Trail - Bay Trail South Project. However, this alternative is not recommended because it will cause unnecessary delays that would impede the county’s ability to deliver the project within the deadlines mandated by the California Transportation Commission.
