RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached Request for Budget Transfer/Adjustment in the amount of $55,000 for the Roads-Maintenance Division to purchase two flat car bridges in Fiscal Year 2018-19 (4/5 vote required).

Body
SOURCE OF FUNDING:
Roads Maintenance (1200325)

DISCUSSION:
The Roads Maintenance Division intends to purchase two 90-foot flat rail car bridges. These bridges are placed temporarily in various locations to divert traffic during construction projects, storm events or various maintenance activities. Flat rail car bridges are difficult to find and cumbersome to move, making the rental market for them nearly non-existent. The Roads Maintenance Division currently has a shortage flat car rail bridges in stock. The division needs to have an emergency supply on hand to ensure uninterrupted service during a road washout or other catastrophe.

Allocating the funds to these flat car bridges will give the Roads Department the ability to expedite deployment of an alternate route in the case of an emergency or planned repair of roadway.

FINANCIAL IMPACT:
The request, if granted, will transfer $55,000 from 1200325-2124 Transportation-General, to Flat Car Bridge line item 1200325-8938. There is no impact to the General Fund.

STRATEGIC FRAMEWORK:
This action supports your Board's Strategic Framework by providing for and maintaining infrastructure .

OTHER AGENCY INVOLVEMENT:
Purchasing, Auditor

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the Request for Budget Transfer/Adjustment. This is not recommended because the construction season begins in May and the bridges may be used as alternate routes to facilitate travel durin...
