RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution which authorizes the Humboldt County Department of Health and Human Services Director, or a designee thereof, to accept funding made available through the California Business, Consumer Services and Housing Agency's Homeless Emergency Aid Program; and
2. Direct the Clerk of the Board to return a fully executed certified copy of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Business, Consumer Services and Housing Agency.

DISCUSSION:
The California Business, Consumer Services and Housing Agency (BCSHA) issued a Notice of Funding Availability (NOFA) for the Homeless Emergency Aid Program (HEAP) on September 5, 2018 (Attachment 2). HEAP funds may be used in a variety of ways including, without limitation, all of the following:

* Direct services such as street outreach, health and safety education, criminal justice diversion programs, prevention services, navigation services and operating support for short-term or comprehensive homeless services;

* Rental assistance of subsidies such as housing vouchers, rapid re-housing programs and eviction prevention strategies; and

* Capital improvements such as emergency shelters, transitional housing, drop-in centers, permanent supportive housing, small/tiny houses and improvements to current structures that serve homeless individuals and families.

The Humboldt Housing and Homeless Coalition designated the County of Humboldt as the Administrative Entity to receive and administer funding made available through the HEAP Program. The 2018...
