RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the county to receive the sum of $25,000 through grant funding provided by the Help America Vote Act (HAVA) Polling Place Accessibility Training Program;

2.                     Adopt the attached supplemental budget for FY 2018-19 in the amount of $25,000 (4/5 vote required); and

3.                     Authorize the Clerk/Recorder/Registrar of Voters, or her designee, to execute the necessary documents and the attached contract to carry out the purpose of the Board’s order.

SOURCE OF FUNDING:

Federal funds (HAVA funds) administered by the U.S. Department of Health and Human Services to assist in implementing HAVA Section 261.                     

 

DISCUSSION:

One of the stated goals of the Help America Vote Act is to ensure the accessibility of the electoral process for voters with disabilities. In a continuing effort to ensure compliance with HAVA mandates, the Humboldt County Office of Elections has available to it the sum of $25,000 in grant funding. The funding will allow election staff to travel to Sacramento to attend Americans with Disability Act (ADA) training conducted by the Secretary of State’s Office and the Department of Rehabilitation. The grant also allows for reimbursement of election staff salaries for conducting accessibility surveys of polling places, for purchase of temporary facility mitigation measures for polling places, and for costs associated with the acquisition or deployment of a remote accessible vote by mail system.

 

FINANCIAL IMPACT:

Funding provided through the HAVA Polling Place Accessibility Training Program provides the Office of Elections with funding necessary to conduct regular site visits to evaluate facilities used as polling places for elections, and to secure necessary mitigation supplies to make facilities temporarily accessible for election activities. There is no direct impact on General Fund.

 

Approving the grant supports the Board’s Strategic Framework by fostering transparent, accessible, welcoming and user-friendly services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose not to approve this grant. This alternative is not recommended as it would negatively impact the General Fund.
