RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept the completed contract, including all change orders approved by the Public Works Department, between Kernen Construction and Humboldt County for construction of Rehabilitation of Jacoby Creek Bridge on Brookwood Drive; and

2.                     Approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $121.91, which will bring the total amount paid to 100 percent of the contract.

DISCUSSION:

This project rehabilitated the Jacoby Creek Bridge on Brookwood Drive, a wooden covered bridge built in 1967. The bridge provides a safe road crossing for residents of the Brookwood Subdivision, and this community expressed its desire to rehabilitate the existing bridge, rather than replace it, due to the style and methods used to build the original structure. The Department of Public Works verified that the bridge was in fair condition based on its location, materials, and age. Specific items were identified that needed rehabilitation in order to continue to meet local transportation needs and preserve the structural integrity of the bridge.

 

The work consisted of fumigation and topical treatment of the bridge to eliminate the infestation of wood boring beetles; replacement of the deteriorated pedestrian walkway and handrail, traffic railing, and untreated portions of the bridge deck system; repair and replacement of roofing; repainting the exterior of the covered timber housing structure; and repaving roadway approaches to the bridge.

 

On Jan. 23, 2018, the Board of Supervisors authorized the Clerk of the Board to advertise the above-referenced project for bids. On Feb. 27, 2018, the county received three bids for the project. The contract was awarded to Kernen Construction, the lowest responsible bidder, on April 3, 2018. The award amount was $639,488.40, and contract change orders through project completion amounted to a decrease of $9,944.34.

 

The Department of Public Works recommends that the Board of Supervisors accept the completed contract, including all change orders approved by the Public Works Department, for this project and approve the final claim for payment.

 

FINANCIAL IMPACT:

Total construction costs for this project were $629,544.06. This project was funded through the Federal Highway Administration Highway Bridge Program and Toll Credits, which provided 100 percent of the funds for the project. Construction costs were included in the Fiscal Year 2018-19 Road Fund Budget; therefore, this project has no impact on the General Fund.

 

This project conforms to the Board of Supervisors' Core Role of providing for and maintaining infrastructure as identified in the Board's Strategic Framework.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to accept the project. However, staff does not recommend this alternative because the project has been completed, and the requested Board actions are needed to accept the contract.
