RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached agreement between Humboldt County Probation and Redwood Coast Action Agency (RCAA) to provide long-term case management services to clients recovering from drug and alcohol addiction;

2.                     Authorize the Chief Probation Officer to execute this agreement, as well as any amendments or extensions necessary to complete this year agreement; and

3.                     Approve the corresponding supplemental budget for budget unit 294, (4/5 vote required).

DISCUSSION:

On Oct. 17, 2018 the Humboldt County Community Corrections Partnership (HCCCP) Executive Committee carried a motion to renew a 1-year contract service agreement with Redwood Community Action Agency (RCAA) that recommended $190,001 in one-time funds from the Law Enforcement Services Fund (Fund 3741) to be spent funding four case managers, employed by RCAA, that will be placed in three different community Alcohol and Other Drugs (AOD) rehabilitation agencies to assist with long-term case management services to clients recovering from drug and alcohol addiction.

 

RCAA’s initial proposal for the 1-year renewal of the contract service agreement provided for five case managers and a total of $236,286 in one-time funds. Throughout the past year, RCAA was only able to employ three case managers due to recruitments yielding a low number of applicants and candidates being screened out during the hiring process. Because of this, the HCCCP Executive Committee asked that RCAA modify their renewal proposal to provide for only four case managers, decreasing the funding request amount to $190,001. RCAA agreed and modified their proposal accordingly.

 

The four  case managers will be working to support clients with a successful transition to sober living and self-sufficiency by: strategizing with clients to create a unique plan with realistic goals and timelines; meet clients weekly to assist them with goal attainment and provide support; provide job skill development and job placement assistance; assist with transportation as needed so that clients can attend work; health appointments; apply for services; and report data back to Probation in order to monitor the effectiveness of the program.

 

The prior 1-year contract service agreement, approved by the Board of Supervisors on Dec. 12, 2017, was for five case managers and a total of $217,987 in one-time funds from the Law Enforcement Services Fund. It was agreed that any remaining unspent funds would roll back into the fund at the expiration of the contract service agreement, set to end on Dec. 31, 2018. To date, RCAA has spent a total of $127,886 of the previously approved funds and has a current remaining balance of $90,101. This remaining balance does not include expenditures for the months of November and December of 2018, as those invoices are still pending. Based on previous monthly invoices from RCAA, it is estimated that at the expiration of the current contract service agreement, the amount rolled back into the trust will be around $75,000.

 

FINANCIAL IMPACT:

The attached supplemental budget request is for the $190,001 necessary to fund this 1-year contract service agreement. The supplemental budget will increase the appropriation in Probation’s realignment budget unit, in the Contract Services object (1100-294-2325) by $190,001. The funding for this increase comes from the Humboldt County Public Safety Realignment allocation, which is deposited in the Law Enforcement Services Fund (3741). Fund 3741 has a current balance of $5,074,602. Any unused contract services funding at the close of the contracted period will revert back to the fund. There will be no impact on the General Fund. This item supports the Board’s strategic framework by providing community appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may elect not to approve this supplemental budget; however, it is not recommended, as the HCCCP believe that this project could make much needed progress in addressing identified gaps in treatment for this population.
