RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Introduce the attached Ordinance by title and waive first reading;
2. Set the Ordinance for adoption at least one week away;
3. Direct the Clerk of the Board to publish the pre-adoption summary of the Ordinance and to post a certified copy of the full text of the proposed Ordinance in the office of the Clerk of the Board, both publication and posting to be done at least five (5) days prior to the Board meeting at which the Ordinance will be adopted. [Government Code Section 25124(b)(1)]; and
4. Direct the Clerk of the Board, within 15 days after adoption of the Ordinance, to publish a post-adoption summary of the Ordinance with the names of the Supervisors voting for and against the Ordinance, and to post in the office of the Clerk of the Board a certified copy of the full text of the adopted Ordinance and amendments along with the names of those supervisors voting for and against the Ordinance. [Government Code Section 25124(b)(1)].

DISCUSSION:
In accordance with County Code, your Board considers adjustments in Board compensation (as you deem appropriate) at the same time as employees in County representation Unit 4. Your Board elected to hold on any decisions related to compensation until agreement had been reached with all other employee groups. Members of AFSCME are scheduled to receive a 4% salary increase during the term of their agreement.
The attached Ordinance would provide your Board with similar adjustments to base salary provided to AFSCME. It is proposed that the compensation level for the Board of Supervisors also be adjusted from 37.5 hours per week to accurately reflect the weekly schedule of 40 hours per week and that members of the Board will be eligible for the Wellness Reimbursement Program.
FINANCIAL IMPACT:
The overall estimated cost to the General Fund through fiscal year 2019-20 is $57,980.
