RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution designating $1,961,000 of previously allocated funding to be used as the cash match needed for the Humboldt County Corrections Reentry Resource Center project;

2.                     Adopt the attached resolution designating $839,000 of previously allocated funding to be used for transition planning, administration and other activities related to the Humboldt County Corrections Reentry Resource Center project; and

3.                     Direct the Clerk of the Board to provide fully executed original copies of the attached resolutions to the Humboldt County Administrative Office for submission to the Board of State and Community Corrections.

DISCUSSION:

In 2015, the Board of State and Community Corrections (BSCC) awarded the County of Humboldt $20 million to complete the Humboldt County Corrections Reentry Resource Center (CRRC) project, which will be located next to the existing Humboldt County Correctional Facility.  When complete, the CRRC will house a minimum security, in-custody, program-oriented custody unit that focuses on preparing inmates to successfully re-enter society. As a condition of the BSCC funding award, the County of Humboldt must provide matching funds of up to 10 percent of the total award.  The funding for the cash match and other activities associated with the CRRC project will come from the following sources: $500,000 will come from Public Safety Realignment; and $2.3 million will come from the 2016 Finance Plan.

 

The attached resolutions will clarify for the BSCC and the California Department of Finance that only $1.961 million of the total funding previously allocated to the CRRC project will be designated as the required cash match.  The remaining $839,000 will be used for transition planning, administration and other activities associated with the CRRC project.  BSCC notified the county on Dec. 11, 2018 that such clarification was needed to ensure that documents previously submitted by county staff are accurate. Without this clarification, county staff will have to re-submit documents to the state, further delaying the CRRC project.

 

FINANCIAL IMPACT:

The Humboldt County Board of Supervisors has already allocated $2.3 million from the 2016 Finance Plan for the CRRC project.  Such funding will be issued as interim financing through the Investment Pool as approved in the Investment Policy revision dated April 12, 2016, and drawn against the 2016 Finance Plan.  As a result, adoption of the attached resolutions will not impact the Humboldt County General Fund at this time.

 

If the attached resolutions are not adopted, the CRRC project could be delayed further, resulting in increased project costs.  As previously reported on Nov. 14, 2017, construction costs continue to rise as much as 25 percent on an annual basis.

 

The recommended actions support the Board of Supervisors’ Strategic Framework by enforcing laws and regulations to protect county residents and providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose not to adopt the attached resolutions designating previously authorized funding to be used as the cash match needed for, and transition planning, administration and other activities related to, the CRRC project.  However, this alternative is not recommended as it would cause further delays and increased costs for the CRRC project.
