RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached first amendment to the professional services agreement with Alcohol Drug Care Services, Inc. regarding the provision of residential alcohol and drug treatment and detoxification services for the period of October 27, 2015 through June 30, 2020; and

2.                     Direct the Clerk of the Board to return two (2) fully executed original copies of the attached first amendment to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

On October 27, 2015 (Item C-10), the Humboldt County Board of Supervisors approved a professional services agreement with Alcohol Drug Care Services, Inc. (“ADCS”) regarding the provision of residential alcohol and drug treatment and detoxification services.  The attached first amendment to the professional services agreement with ADCS will increase the current rate of compensation from Fifty-Five Dollars ($55.00) per day for residential treatment services and Eighty-Two Dollars ($82.00) per day for residential detoxification services to One Hundred Twenty-Five Dollars ($125.00) and One Hundred Seventy-Five ($175.00), respectively, in order to cover the operating costs associated with providing residential alcohol and drug treatment and detoxification services at ADCS’ Waterfront Recovery Services facility, which opened on November 1, 2017.

 

Accordingly, the Department of Health and Human Services - Mental Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached first amendment to the professional services agreement with ADCS regarding the provision of residential alcohol and drug treatment and detoxification services.

 

FINANCIAL IMPACT:

The professional services agreement with ADCS has a maximum amount payable of Four Hundred Thirteen Thousand Two Hundred Dollars ($413,200.00) for the period of October 27, 2015 through June 30, 2020.  In no event shall the maximum amount paid under the professional services agreement with ADCS exceed Eighty-Two Thousand Six Hundred Forty Dollars ($82,640.00) per fiscal year for fiscal years 2015-2016 through 2019-2020.  The attached first amendment will not increase the maximum amount payable for residential alcohol and drug treatment and detoxification services provided pursuant to the terms and conditions of the professional services agreement with ADCS. 

 

Expenditure appropriations related to the attached first amendment to the professional services agreement with ADCS have been included in the approved fiscal year 2018-2019 budget for Measure Z Contribution budget unit 1100-197. As a result, approval of the attached first amendment to the professional services agreement with ADCS will not impact the Humboldt County General Fund. 

 

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, supporting the self-reliance of citizens and improving the safety and health of our communities.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose to not approve the attached first amendment to the professional services agreement with ADCS regarding the provision of residential alcohol and drug treatment and detoxification services. However, this alternative is not recommended since it would prevent ADCS from receiving adequate compensation for the provision of residential alcohol and drug treatment and detoxification services to Humboldt County residents.
