Body

SOURCE OF FUNDING:

Inmate Welfare Fund

DISCUSSION:

On February 26, 1985, the County of Humboldt conveyed property, commonly known as the dog park (APN 013-101-006 and 013-101-007), to the City of Eureka.  As part of that conveyance, the county granted an ingress/egress easement over Watson Drive, which is a private road owned in fee by the County of Humboldt, as the primary access to the property. The easement did not include utilities.

City of Eureka has notified the county that a utility easement over the county-owned portion of Watson Drive (APN 013-111-003) is required in order to install a water line to serve both the city’s dog park and the Sheriff’s wood lot properties.  The construction of the new juvenile hall facility on APN 013-101-010 has changed the existing water service to both the dog park and wood lot facilities, necessitating the new utility easement.

FINANCIAL IMPACT:

The requested supplemental budget of $2,500 is for a water improvement project at the Sheriff’s Work Alternative Program wood lot. The funding will come from the Inmate Welfare Fund.  As of November 30, 2018, the Inmate Welfare Fund 3884000 has a balance of $750,154.35.

The request supports the Board of Supervisors’ Strategic Framework by providing community-appropriate levels of service by providing and maintaining infrastructure.  No contribution from the General Fund is required.

OTHER AGENCY INVOLVEMENT:

Sheriff’s Department and City of Eureka

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may withhold approval of and not grant the easement to the City of Eureka. This action would result in the loss of water service to both the dog park and the wood lot.
