RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize the Chair to sign Resolution No. ______, the Governing Body Resolution (Attachment 1) for the Emergency Management Performance Grant (EMPG) and direct the Clerk of the Board to certify;
2. Authorize the Chair to sign Resolution No. ______, the Governing Body Resolution (Attachment 2) for the Homeland Security Grant Program (HSGP) and direct the Clerk of the Board to certify;
3. Authorize the Sheriff, Undersheriff, and Deputy Director of Sheriff’s Administration to execute for and on behalf of the named applicant, a public entity established under the laws of the State of California, any actions necessary for the purpose of obtaining EMPG or HSGP funding provided by the federal Department of Homeland Security and subgranted through the State of California; and
4. Direct the Clerk of the Board to return the completed documents to the Sheriff’s Office of Emergency Services, Attn: Dorie Lanni, for immediate submission to the California Governor’s Office of Emergency Services.

DISCUSSION:
The U. S. Department of Homeland Security, through the State of California Governor’s Office of Emergency Services (Cal OES), provides annual funding assistance to counties to support comprehensive emergency management activities at the local level.
The EMPG provides support to continue the county’s local emergency and disaster preparedness, planning, response and mitigation activities, including OES staff salaries. The HSGP provides funding for equipment and training to law enforcement, fire service, public health, and emergency management agencies in the Humboldt Operational Area.
Each year, Cal OES requires applicants to submit a new governing body resolution authorizing the individuals named to sign all documents related to the application for financial assistance through the EMPG and HSGP programs.
FINANCIAL IMPACT:
The EMPG grant application is for an amount up to $152,445 as 50 percent matching reimbursement funds for the Humboldt County Sheriff’s Office of Emergency Services. The annual grant period is July 1, 2018 through June 30, 2019 and it is normal for this award to be made after the start of the funding cycle. With the exception of equipment purchases, allowable expenses may be incurred beginning July 1. EMPG is the primary funding source for the Humboldt County Office of Emergency Services and this award will be used to support the position of Emergency Services Manager and other OES personnel.
The HSGP funding request for FFY 2018 has been awarded an allocation of $211,846, with a 3-year performance period. Purchases are 100 percent grant reimbursable with no match required. An allowance of 5 percent or $10,592 is included in the allocation for management and administrative costs.
The funds from the EMPG and HSGP programs creates opportunities for improved safety and health, and meets the Board of Supervisors Strategic Framework Plan by seeking outside funding sources to benefit Humboldt County needs and creating opportunities for improved health and safety.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could deny this request to appoint individuals to act on behalf of the governing body and the Operational Area; however, this is not recommended as it would jeopardize the ability of the Sheriff’s Office of Emergency Services to receive federal financial assistance.
