RECOMMENDATION(S):

Recommendation

That the Board of Supervisors receive and file the bids for the Freshwater Park Accessibility Improvement Project Number 2017-203; award the project to the lowest responsible and responsive bidder, Adams Commercial General Contracting, Inc.; and authorize the County Administrative Officer to sign the construction agreement with Adams Commercial General Contracting, Inc. in the form of the attached sample agreement subject to approval from County Counsel and Risk Management.

DISCUSSION:

On October 16, 2017, the County of Humboldt entered into a consultant services agreement with The KPA Group to design ADA improvements at Freshwater Park. The construction project will include accessible routes to amenities, such as compliant access and amenities to the picnic areas, volleyball court, as well as other various locations throughout the park.  The construction project will also include a remodel of the unisex restrooms located on the lower level of the park. In addition, the playground area of the park requires barrier removal of existing playground ground cover and playground equipment and preparation and installation of crushed stone base. Playground construction work will be performed under two separate contracts. The new ground cover and purchase and installation of new playground equipment will be under the Landscape Structures, Inc. contract.  Removal of existing playground ground cover and playground equipment and preparation and installation of crushed stone base is included in the bid documents and will be awarded as part of the bid to the lowest responsive bidder. The construction schedule for this project is expected to be 120 calendar days and is anticipated to begin on December 10, 2018, and be completed by April 10, 2019, in time for the park’s summer recreation season.

 

On October 16, 2018, Your Board authorized the Freshwater Park Accessibility Improvement Project to be advertised for public bid.  On November 13, 2018, the county received and opened four (4) bids and the results are as follows:

The general conditions set forth in the project specifications manual require that the project be awarded on the merits of the lowest qualified, responsible and responsive base bid.  In this case, staff recommends that your Board award this project to Adams Commercial General Contracting, Inc. - Eureka, California for the total base bid award amount of $167,102.00. 

 

FINANCIAL IMPACT:

The total cost of the Freshwater Park Accessibility Improvement Project was estimated at $643,480. Current project expenses include $196,925 for playground equipment and installation, $38,800 for design services, and the Adams Commercial General Contracting Base Bid amount of $167,102. The revised estimated project cost is $402,827, and is approximately $240,653 under original project estimates. The ADA Compliance budget (3552-152) has sufficient funds for this project.

 

The item before you today supports your Boards’ strategic framework of fostering transparent, accessible, welcoming and user friendly services and enforces laws and regulations to protect residents.

 

 

OTHER AGENCY INVOLVEMENT:

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board could choose not to approve the recommendations to award the project however, this is not recommended as the county may be subject to fines for non-compliance, as the Freshwater Park is a facility identified by the DOJ with ADA barriers that must be removed prior to the termination of the consent decree.
