RECOMMENDATION(S):
Recommendation
That the Board of Supervisors authorize the Chair of the Board to execute the attached Memorandums of Understanding with the City of Fortuna, City of Rio Dell, City of Trinidad and Southern Trinity Health Services, Inc. for Measure Z funding, a local half-cent sales tax; and direct the Clerk of the Board to return two (2) fully executed original copies of each Memorandum of Understanding to the County Administrative Office for processing.

DISCUSSION:
Now that the Measure Z allocations have been finalized for fiscal year 2018-2019 the final step in the allocation of these funds is to approve Memorandums of Understanding (MOU) with outside agencies. Before your Board today are MOUs with the City of Fortuna, City of Rio Dell, City of Trinidad and Southern Trinity Health Services, Inc
The City of Fortuna MOU is from July 1, 2018 to June 30, 2019 with a maximum compensation amount of $273,348.00 for paying the costs and expenses associated with employing one (1) Drug Task Force Officer and one (1) Student Resource Officer.
The City of Rio Dell MOU is from July 1, 2018 to June 30, 2019 with a maximum compensation amount of $32,000.00 for paying the costs and expenses associated with assigning one (1) part-time clerical position to the Rio Dell Police Department.
The City of Trinidad MOU is from July 1, 2018 to June 30, 2019 with a maximum compensation amount of $75,000.00 for the purpose of contracting with the Humboldt County Sheriff’s Office to fund a one-half (.5) full-time equivalent Deputy Sheriff position.
The Southern Trinity Health Services, Inc. MOU is from July 1, 2018 to June 30, 2019 with a maximum compensation amount of $65,420.00 for paying the costs and expenses associated with employing up to two (2) Emergency Medical Technicians to ensure the continued provision of emergency services to certain rural areas of Humboldt County.
All MOUs will be on a reimbursement basis. All recipients will submit quarterly invoices to the County Administrative Office along with a quarterly report in order to receive payment. In addition, each recipient will provide an annual report.
These MOUs come to your Board after the effective date due to the fiscal year 2018-2019 budget being adopted on June 26, 2018 and the time in which it takes to create and process Measure Z MOUs.
FINANCIAL IMPACT:
The total allocation of Measure Z dollars related to these MOUs is $445,768 and is consistent with the allocation approved by your Board on June 26, 2018.
The recommended actions support the Board of Supervisors’ Strategic Framework by enforcing laws and regulations to protect residents, creating opportunities for improved health and safety and protecting vulnerable populations.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the attached MOUs with the City of Fortuna, City of Rio Dell, City of Trinidad and Southern Trinity Health Services, Inc. This alternative is not recommended as it will leave the agencies without a way to receive the Board approved allocation of Measure Z funding.
