RECOMMENDATION(S):

Recommendation

That the Board of Supervisors approve and authorize the Department of Health and Human Services (DHHS) Director and Deputy Health Officer to sign three (3) original signature pages of the MOU with PHC; authorize the DHHS Director or designee to sign all future amendments to this agreement upon County Counsel and Risk Management review and approval; and direct the Clerk of the Board to return (1) copy of the executed Board Agenda Item to DHHS - Contract Unit for transmittal to DHHS - Public Health.

DISCUSSION:

CCS is a statewide program that authorizes diagnosis and treatment services for children with certain physical limitations and chronic health conditions or diseases.  The CCS program is administered as a partnership between county health departments, the California Department Health Care Services (DHCS), and some County Organized Health Systems (COHS) plans.

 

Senate Bill (SB) 586 Chapter 625 Statute of 2016 authorizes DHCS to establish the Whole Child Model (WCM) in all COHS counties, except Ventura County, to incorporate CCS covered services for the Medi-Cal eligible CCS children and youth into a Medi-Cal managed care health plan (MCP) contract.  Additionally, under the WCM, some CCS administrative functions that are currently the responsibility of the county CCS programs will move to the WCM provider, PHC.  PHC is a non-profit community based health care organization that contracts with the State to administer Medi-Cal benefits to 14 Northern California counties.

 

The MOU explains how effective January 1, 2019, Humboldt County and PHC shall coordinate care, conduct administrative activities, and information exchange activities required for the effective and seamless delivery of services to CCS beneficiaries.  This is in accordance with and based on Health and Safety Code, Section 123800 et seq., statutory requirements related to administration of the CCS program by local county programs and PHC’s respective contract with DHCS. 

 

FINANCIAL IMPACT:

There is no direct impact to Public Health Funds by entering into this MOU. There is no impact to the county General Fund.

 

The recommendation before your Board supports the County’s strategic framework by providing services to vulnerable populations.

 

OTHER AGENCY INVOLVEMENT:

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board could choose not to approve the agreement with PHC.  This is not recommended as it would impact the county’s compliance with the State’s directive to establish the WCM.
