Recommendation
That the Board of Supervisors hear the presentation and direct staff to work with Mendocino County to transition administrative support for the Eel Russian River Commission to Humboldt County staff in the Clerk of the Board office.

DISCUSSION:
The Eel Russian River Commission is a Joint Powers Authority (JPA) composed of representatives from the Boards of Supervisors of Humboldt, Mendocino, Lake, and Sonoma Counties. The Commission facilitates communication between interested parties in the Eel River and Russian River watersheds. Member counties through the joint exercise of their powers, promote the protection and development of water resources of the Eel River basin and related watersheds for water conservation, flood control, fish and wildlife protection and enhancement, recreation, water quality protection and enhancement, navigation and other beneficial uses that may affect the welfare, economy and development of the member counties.
Supervisor Fennell is Humboldt County’s representative on the Eel Russian River Commission and will provide an update on the Commission’s activities over the last year. Also, at the request of Mendocino County, the Humboldt County Board of Supervisors is being asked to approve the transfer of administrative support for the Commission to Humboldt County staff within the Clerk of the Board office.
FINANCIAL IMPACT:
There will be no financial impact to the county’s General Fund. The cost for providing administrative support to the Eel Russian River Commission will be reimbursed through an annual fee assessed and paid for by member counties.
