RECOMMENDATION(S):
Recommendation
That the Board of Supervisors approve the attached supplemental budget for budget unit 243, fixed asset line 8186 - Improvements for purchase of suicide prevention netting for the HCCF.

DISCUSSION:
In FY2016-17 the CCP Executive Committee meeting of May 11, 2016 approved funding in the amount of $216,731 to purchase the suicide prevention netting to be installed above the railings in the dormitory areas of the Jail. As of fiscal year-end June 30, 2018, there was $176,830.00 remaining to fund this on-going project. This project in the budget for FY2018-19 due to an administrative oversight, and therefore a supplemental budget adjustment is requested.
FINANCIAL IMPACT:
Funds from CCP Trust Fund - 3741will be transferred to Sheriff’s - Jail budget unit 1100243 to offset purchase costs. No contribution from the General Fund is required.
The request supports the Board of Supervisors strategic framework by providing community-appropriate levels of service, protecting vulnerable populations and providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may elect not to approve this request; however, this is not recommended as it jeopardizes the ability of the HCCF to complete the project and install the netting to protect the inmates from suicide attempts.
