RECOMMENDATION(S):

Recommendation

That the Board of Supervisors authorize the Sheriff, Undersheriff, and Deputy Director of Sheriff’s Administration to accept or reject any single gift, bequest or donation made to or in favor of the Humboldt County Sheriff’s Office that is valued at less than $10,000.

SOURCE OF FUNDING:

Donations from the community.  The donations may be in the form of monies and/or service time.

 

DISCUSSION:

The Humboldt County Sheriff’s Office frequently receives donations in various dollar amounts and in volunteer time of service to support the Animal Shelter, the K-9 Unit, Search & Rescue, Senior Citizens on Patrol, and other programs of the Sheriff’s Office. Due to the frequency of these donations, it is impractical to go to the Board of Supervisors constantly for approval to accept donations pursuant to the county’s Policy for Accepting Gifts on the Part of the County. (Attachment 1). 

 

To streamline the donation process for those who wish to support the Sheriff’s Office, this agenda item recommends that the Board of Supervisors delegate authority to the Sheriff, Undersheriff, and Deputy Director of Sheriff’s Administration to accept any single gift, bequest, and/or donation (monetary or otherwise) on behalf of the Humboldt County Sheriff’s Office that is valued at less than $10,000.  For any single gift, bequest, or donation that is valued at $10,000 or more, the Sheriff’s Department will come to the Board of Supervisors for formal acceptance of the donation. 

 

FINANCIAL IMPACT:

There is no financial impact to delegating this authority to the Sheriff, Undersheriff and Deputy Director of Sheriff’s Administration. However, the Sheriff’s Office regularly receives donations from the community under $10,000, and delegating this authority will allow the Sheriff’s Office to receive revenue more quickly and use that funding for local services.

 

This recommendation supports the Board’s Strategic Framework by seeking outside funding sources to benefit Humboldt County needs.

 

OTHER AGENCY INVOLVEMENT:

None.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose not to delegate the Sheriff, Undersheriff, and Deputy Director of Sheriff’s Administration to accept any single donation valued at less than $10,000; however, this is not recommended as it would jeopardize the ability of the Sheriff’s Office to accept donations and will result in additional staff time and expense to prepare agenda items.
