RECOMMENDATION(S):

Recommendation

That the Board of Supervisors approve the attached supplemental budget for budget unit 221, fixed asset line 8774, for a patrol vehicle assigned to the Civil Division; and approve the donation of four vehicles purchased by Sheriff Operations to Public Works - Motor Pool for capitalization, maintenance, and insurance.

Body

SOURCE OF FUNDING:

Chapter 810 Fees Fund

DISCUSSION:

The Sheriff’s Office - Civil Division has two deputies responsible for serving all the civil papers and evictions throughout Humboldt County.  The civil deputies require a fully equipped patrol vehicle because they are often called upon to handle emergency calls for service if they are closer to the incident than other on-duty patrol deputies.

The nature of the civil deputies’ work requires deputies to work before and after normal business hours and sometimes on the weekends.  Their work hours overlap the department’s patrol shifts making it virtually impossible for the civil deputies to rotate vehicles with patrol.  It is more effective for the overall operations of the Sheriff’s department to assign vehicles to the civil deputies so they can work the hours necessary to do their job.

Currently, there is a shortage of patrol vehicles making it difficult to effectively coordinate and meet all the requirements of the Sheriff’s Office. Purchasing a patrol vehicle specifically for the civil division will allow the Civil Division to more effectively do their job.

The Fiscal Year 2018-19 adopted budget for budget unit 221 - Sheriff Operations included the purchase of three new vehicles; two for the Marijuana Division and one for the community services officers. With the approval of this supplemental budget request, there will be four new vehicles for the Sheriff’s Office. For purposes of capitalization, maintenance and insurance the Sheriff’s Office wishes to donate the four vehicles purchased in the current budget year to Public Works - Motor Pool.

FINANCIAL IMPACT:

The cost of this one-time funding request is $42,000. The funding will come from the Chapter 810 Fees Trust 3640, which has a current trust balance of $84,223.26 as of October 15.

The request supports the Board of Supervisors strategic framework by providing community-appropriate levels of service by providing for and maintaining infrastructure to benefit the community.

OTHER AGENCY INVOLVEMENT:

None.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may elect not to approve this request; however, this is not recommended as it jeopardizes the ability of the Sheriff’s civil deputies to effectively perform their job and would result in the Sheriff’s Office assuming the responsibility for maintenance, insurance and depreciation of the new vehicles.
