Recommendation
That the Board of Supervisors ratify the agreement letter dated August 20, 2018 between the Humboldt Area Foundation and the Human Rights Commission for administration of the Humboldt County Human Rights Human Trafficking Fund (Human Trafficking Fund).

DISCUSSION:
On June 5, 2018, your Board received the proposed budget for fiscal year (FY) 2018-19. Pursuant to County Budget Act requirements, your Board held noticed public hearings on Monday, June 18, at 1:30 p.m. and 5:30 p.m. At the conclusion of the final hearing, your Board directed staff to allocate a one-time contribution of $21,145 to support local organizations, groups, and individuals addressing human trafficking issues, and return on June 26, 2018 for final approval of the budget.
On August 20, 2018, the Human Rights Commission executed an agreement with the Humboldt Area Foundation, outlining how the Humboldt Area Foundation will administer the Human Trafficking Fund. This agreement (Attachment A) reflects the terms under which the Human Trafficking Fund will be established and administered, and is the agreement your Board is being asked to ratify.
FINANCIAL IMPACT:
The total cost of the establishment and administration of the Human Trafficking Fund is Twenty-One Thousand One Hundred Forty-Five Dollars ($21,145). There is sufficient appropriation in the current FY 2018-19 budget to accommodate this request.
The recommended action supports the core roles of your Board's Strategic Framework by creating opportunities for improved safety and health, and protecting vulnerable populations.
