RECOMMENDATION(S):

Recommendation

That the Board of Supervisors approve the attached professional services agreement with CDX Wireless, Inc. to provide consulting services pertaining to the administration of the Request for Proposals (“RFP”) process and contract negotiations related to the Humboldt County Radio System Replacement Project for the period of July 1, 2018 through June 30, 2019; authorize the Chair of the Board to execute the proposed agreement with CDX Wireless, Inc.; and direct the Clerk of the Board to return two (2) fully executed originals to the County Administrative Office.

DISCUSSION:

The county currently operates an analog, very high frequency (VHF), conventional radio system dispersed amongst seven remote sites throughout the county, and accessed through a control station located on Mt. Pierce. The Mt. Pierce site is connected to the main dispatch point at the county courthouse via a 6GHz microwave link. The system consists of a number of standalone VHF repeaters serving the county’s Sheriff’s Office, Public Works, Department of Health and Human Services, Probation and District Attorney, Humboldt County Fire departments, and county schools, as well as additional non-simulcast tactical low-band VHF channels for county Office of Emergency Services. The system has undergone the narrowbanding process and is seeing a reduced level of service, particularly with in-building coverage. Furthermore, due to the general age of the system and its components, some portions of the system may have reached an end-of-life status with regards to vendor support. The radio system is out of date and does not provide sufficient coverage in many critical parts of the county.

 

On February 7, 2017, your Board approved Measure Z allocations to the Sheriff’s Office of $50,000 for a consolidated dispatch study and $212,158 for a radio infrastructure project for the purpose of conducting a radio systems evaluation to address public safety concerns. In conjunction with county personnel, CDX Wireless, Inc. has completed the consolidated dispatch study, which included a Radio System Evaluation Report, development of System Improvement and Project Management Plans, and development of a Request for Proposals (RFP) to implement the plans. Unspent funding for both projects was carried forward from FY 2017-18 into FY 2018-19 to administer the RFP process and contract negotiations for the ongoing radio infrastructure project.  The RFP process is now complete and contract negotiations are underway with a vendor.

 

Staff recommends the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with CDX Wireless, Inc. for an amount not to exceed $68,658.  This agreement is coming to your Board late due to an administrative oversight.

 

FINANCIAL IMPACT:

The total cost for services under this agreement are not to exceed $68,658. The cost for fiscal year (FY) 2018-19 has been included in the proposed budget and shall not exceed $39,620.00 for the RFP process, and 29,038.00 for the completion of negotiations. All costs associated with the attached Professional Services Agreement will be paid from the General Fund and Humboldt County Community Corrections Partnership.

 

The item before you today supports your Boards’ strategic framework by managing resources to ensure sustainability of services and providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may decide not to approve the proposed agreement with CDX Wireless, Inc. However, this alternative is not recommended because it would impede improvements to public safety communication equipment and infrastructure.
